From the air the Valley of the Kings is the west-bank wadi behind the cliffs, the burial landscape of the New Kingdom. The sunrise balloon looks down on that terrain; it is not a tomb ticket and not a walk into the valley.
Wind and the airport set the drift. You may see the valley as part of the west-bank panorama; you are not landing among the tombs.
